The big difference is that skins are much easier to obtain in Overwatch. I already have legendary skins for most of the characters I play regularly, so more recolors isn't going to entice me at all.

Then they can just come up with a way to make them a bit harder to get. Make some of them only obtainable through boxes or something. And of course I know that recolors aren't going to entice everyone, but there's people out there who like recolors. That can be both recolors of the default skin and recolors of the rare and legendary skins.
