actual answer: Because whites are the majority, people are assumed to be white prior to any other information. Either the behavior will dictate what the listener assumes them to be (the story might indicate, for some reason, that the person is NOT white), or the storyteller will specify as much if they think the detail is important / will affect how the story is understood.
