As far as I know, the billboard ban is less about being a distraction and more about keeping as much of the natural beauty along the highways intact as possible. I know that's the case for Maine, at least.

Also, as a traveler, I would plan ahead and have a couple hotels mapped out. You can also look up things on your phone when you pull over to eat or stretch your legs or whatever. Most state-run highway rest areas have coupon books for hotels, free to the public, and those books often have small maps or directions to hotels. Billboards are obsolete, and an eyesore.
