Actually, there are billboards. If it was erected before the law was passed, it's grandfathered in and can still be standing.

^ They're no more distracting than speed limit, exit, etc. signs.

It was annoying when I drove through VT not knowing what restaurants and gas stations were ahead and only having the signs with the small food, gas, lodging icons, then taking an exit and just having a small sign saying FOOD 6 -> I did end up eating a really good pizza at a little place in Royalton, VT instead of a Subway or some other big chain.

The thing is, if you're looking for a place to stay the night, you're not going to be reading every casino, lawyer, readio station, etc. billboard you pass by. If you don't see Days Inn, Best Western, Holiday Inn, etc. at a glance, you're going to ignore them. Also, many billboards are amazingly placed such that they are actually in your line of sight while watching the road, so it's not really taking your eyes off the road. And there is usually just the necessary info on them to where it literally only takes a second or two to glean the needed info.

You've never been to VT since the billboard ban. The freeway signs do NOT tell you what businesses are off the exits. Even those blue signs with the restaurants, gas stations, lodgings are also banned. The only signs are those add-on strips that just have the fork & knife, bed, tent, and gas pump icons. You won't know what businesses they are until you can actually see them. And when you exit, the only sign you'll get is the one that point in a direction and simply say "GAS 10", meaning there's a gas station 10 miles in that directiom.

And I said "as a traveler" meaning "as someone who isn't familiar with the area/isn't a VT resident." Looking up places to stop at on your phone is much more of a distraction than billboards.

As far as I know, the billboard ban is less about being a distraction and more about keeping as much of the natural beauty along the highways intact as possible. I know that's the case for Maine, at least.

Also, as a traveler, I would plan ahead and have a couple hotels mapped out. You can also look up things on your phone when you pull over to eat or stretch your legs or whatever. Most state-run highway rest areas have coupon books for hotels, free to the public, and those books often have small maps or directions to hotels. Billboards are obsolete, and an eyesore.

However, we're bombarded by advertisements on a daily basis and thus are more likely to tune out a billboard than we are a street sign.
