Topic	Civil War was fun but... there's just too many coincidences in that movie. SPOIL

And why didn't we see these activation words back in winter soldier? He didn't know Tony would show up. Pretty sure he even says in the movie he could have released the video any time and would have. Wasn't the goverment or Ross that dropped the nuke, that was the World Security Council, specifically Gideon Malick who orders it IIRC, who as we know from Agents of SHIELD is ~~Hydra, and high in the ranks.~~ Because he couldn't. Arms were shackled.
