It's muddied by gravy taking immediate action instead of waiting to see what the response was and THEN asking for the freeze/rollback. Really, I can't emphasize just how much it blows to have people rush to make decisions based on preliminary thoughts instead of finalized ones. If this was off of a finalized ruling that got reversed, or even a preliminary ruling with specific 'assume it works like this' permission granted (which we've done before, even!) I would immediately say 'yeah we'll roll it back, it's cool'. But things hadn't even reached that point.
