Secondly, his weapons don't just heal him without magical properties and thus are weakened. Thirdly, Scorpion is used to fighting gods and the best of the planets fighters. Chrom is a generic swordsman who is much slower, has much less mobility. Scorpion has teleports including overhead teleports that Chrom simply does not have the reaction time to counter.
