P4, the TV universe is what allows them to make it work. both ways, you've got a magical process to summon the thing in the first place, therefore no magic = no persona. There's nothing magic about the Evoker. The Evoker is literally a fake gun. All it does is put them under the mental stress needed to summon the Persona from within.
