There's a pretty big problem with deals being negotiated with by Democrat administrations only for the next Republican administration to pull out at the last second. Why bother including America in anything when the next Republican president is just going to shit the bed for no other reason than pure spite or to rally their base?

To be fair Obama should have ran it through congress before ever hopping on and he bypassed that whole process.

This isn't legislation

It's a treaty and all treaties are supposed to get approved by the senate.
