Not necessarily DC's "answer" to Captain America, but yes, like 90% of Golden Age superheroes, she got her start in WWII because she was created in 1941.

That being said, the movie likely moves her origin back to WWI as a deliberate attempt to avoid comparisons to Captain America, which sort of screws with her motivation a bit. But it's up to the individual to decide whether fighting in a war where every side is a murky grey is better or worse than fighting in a war where the sides look much more black and white.
