She is able to tank getting hit by a lot of attacks and a free fall from the tops of buildings without getting hurt - She can do melee attacks (un neoning for a moment and going right back into it) but i dont think she can shoot while in that form - it takes like 2-3 seconds I'll find video - there are only a few co op sections of Infamous so its hard to say. She CAN catch innocent civilians in it so maybe? While pissed i could see her doing it even with allies around.
