If you believe in a neutral 'eh' world, Alucard wins. Alucard's feats: -He disguised himself as a Japanese CIA agent or something. Which means he got into the Japanese CIA. Those people are probably smart. -He saw through Shaft's clever "Richter is a bad guy" gambit. -He has centuries of potential knowledge and chess experience. According to his backstory being born in the 15th century, he has seen 600 years worth of chess matches. -He ALWAYS has a plan. Meanwhile Terra gets super emotional after being told what to do and let other people strategize for her as she remains a kind of heart. And then she flies off the handle and flies away when she gets upset.
