This is correct. The general precedent is 'abilities never go beyond their phase unless they say so, nor can they counter abilities from another phase'. We kinda made this a bit more explicit with the Agnes rewrite fiasco, and it's our consistent stance. So Neclord can only do a sidetopic as himself unless you can fuse him in results.
