I'm still kind of loopy and I've got a couple of possibly dumb questions:

1) if yuri fuses with a Merc, are they still fused together during Results (essentially if Yuri fused with Neclord could Yurilord use Neclord's results ability?)

2) for class vii does the EXP they bring back with a mostly heroic roll have to be spent on them or can it be spent on any Merc? And is it applied during peacetime or results?

2 is can be spent on anyone and during results, having briefly considered them as an EXP option and asked Kanzaris

I didn't see it in the rulings for the Yuri wiki page which isn't surprising because I don't believe there are many abilities that create side topics in results outside of Neclord

I would say that Yuri doesn't work (i.e. it expires after Wartime ends), citing Lady's base ability.

This is my family matter. You should stay out of it. (Pre-Battle) - Once every 3 weeks, Lady will reject help from a pre-selected rosterable ally, choosing to handle things herself this wartime. All of the ally's abilities will be temporarily disabled this wartime, and Lady will gain identical copies of all such abilities (including any recharges, stock, etc) as though they were her own until the end of results.

Only really piping in because I had rulings on Lady via Yuffie and doubling up on Ability Thief, but yeah.

This is correct. The general precedent is 'abilities never go beyond their phase unless they say so, nor can they counter abilities from another phase'. We kinda made this a bit more explicit with the Agnes rewrite fiasco, and it's our consistent stance. So Neclord can only do a sidetopic as himself unless you can fuse him in results.
