Yes for GameFAQS rules, but with some room for flexibility - ie somebody with Striderlike circumstances (appeared in a manga first but it was a joint thing with his game) would be allowed. Ask me if in doubt. Mid tier is mostly because this was a mid tier week for the events in general (we're going low-mid-high), it's not super relevant for this particular event.
