-Slime's Breeding got shitcanned because lmao allowing an ability written by someone who didn't know the rules to live (the merc itself was pickable still)
-K6 got killed because people didn't actually bother with reading the text before automatically voting he SOLO'D and I'm not so cruel I'd inflict that on anybody. The concept will come back in balanced form for a future version of mercs, probably used by Velvet Crowe from Tales of Berseria.
-Rose and Jack are banned for being the ultimate Stupid Dumb Merc. Not only did they make paydown fever worse but they also could be used to create massive Ten Billion Dudes vs Ten Billion Dudes clusterfucks that get 0 votes.

That's about the full list of mercs on a banlist. Several more got tweaked, fixed or reworked, such as Yandere-Chan and Lightning. For a theoretical Draftmerx 2, the following mercs are on the 'rework or kill' list:

-Harth Stonebrew. Getting killed for sure. He was an intentionally dumb and broken merc and I'd rather not honor a deliberately abortive build made to mock GANON with any further life. He could be reworked to be fair, but I just don't give one shit about Hearthstone and this broken merc.
-Eleonora Yumizuru. Huge rework candidate. Nothing is really broken in concept, the execution is just a huge botch. Status shell too spammable and too good, Session Skills too stupid, etc. Just a matter of fixing to be less silly, honestly.
-Nilin. Memory Mix could afford to have cleaner use cases (as is it's basically impossible to not have a 'dud' option for it ATM and I spent whole days' worth of pondering how to Memory Mix and couldn't find a situation where I was always truly happy with it), and Custom Combos just needs to modify one single ability, probably, not multiples.
-Lightning. Getting reworked for sure. Battle writeup is trash (nerfs her by denying her her actually impressive XIII-2 showings, limits her to only 12 LR moves), all of her abilities except the 'look at me, I'm a Mary Sue!' FF Queen passive and Army of One are trash, and she's unbalanceable in her current state. I tried, and kinda failed in spite of coming up with an OK band-aid.
-Shao Kahn. Very solid build concept but hilariously overpowered in playoffs. Will rework to not break the game in half if you face the same opponent repeatedly. Basically just needs to not have the '50% global failchance' upgrade I think.
-Damus. Pretty solid deletion candidate due to being a boss that dies only to deus ex machina powerups. Bad practice to include those because they're too ????.
-Ansem. Maybe going away because he should probably be replaced by Xemnas/Xehanort. Not sure yet, there might be room for them both - he's a great ability battery but his battle worth is so sorry that it's kinda iffy to keep him around, particularly since he's a very minor villain in the grand scheme of his series. It's like having the Midgar Zolom instead of Sephiroth.
-Ryu3. Deleted to make room for other BoF protags and/or Fou-Lu. Hackwork build that was only put in because Ryu4 didn't pan out and the admin team was rushed.
-Simon Belmont. Terrible build that is going away for Trevor Belmont, who is an olskool NES Belmont but has many more and much better showings, and also doesn't just exist for the sake of an ability so horrible nobody wanted to buy it and the merc it came along with to get the infra it gave out.
-Pokemon in general. Reworked to use a specific anime/movie/ova appearance as a feat source alongside with getting game mechanicky shit from the games so that people have common ground on what the merc can actually do instead of lmao pokedex as far as 'cutscene hype' goes.
-Baiken. Turbo reworked because lmao she's not a 2/week and her abilities are awful.

There's a billion reworks and rebuilds I want to do, but those are all about making mercs better, as opposed to 'fixing' something that is kind of wonky or broken like the above.
