At that point, it's determined one target. The other target is just resolving a residual effect based on the initial ability use resolving. Which has some merit, to be fair. For instance it makes things like say ability immunity less stupid with abilities like this. Like if you hit an ability immune merc with "..." you could have a second merc pushing an empty wheelchair around if it was ruled as two targets.

That's a good point. But I also think that if a merc was immune to being targeted by abilities, then he should be immune to the second part of pushing around the wheelchair.

Personally I'd rule it as a multi-target ability, but the second target is contingent on the first resolving.
