no but seriously, learn from harvey. Houston was told no need to evacuate and many lost their lives / were trapped. Better safe than sorry. Especially considering Miami's location, getting out of there would be the safest bet. If nothing happens to happen and it shifts course, at least you still made the wise decision

And many of the people dying during Harvey were because they were in their cars trying to flee during the hurricane...

yes, mass evacuations will have its consequences. But I think some of the casualties are due to people waiting too long until deciding to leave. People have been leaving south florida for days now, and there are still a few days to leave. An evacuation order has just been issued for much of Miami. I don't know if you are suggesting people try to wait it out, but that would be bad advice imo
