nope, there is BBB and such, they know they have to lower it to a complaining customer because it is an indicator they will go though other means to complain. It could even snowball into people fighting the monopoly, so it is worth trying to appear to care.

I forget what it is called but there is also a thing where they try to sell you something based on a hike price, knowing you talk them down do a price they intend to charge you (or even above that) it is all tricks to overcharge you basically and the monopoly gives them power to do so.
