On the months in between the change, there is an impact on driving conditions which you would imagine impacts road safety. I believe the argument is that more accidents occur by having it get dark earlier in the evening than the amount that happens if it gets light later in the morning, so they want to do away with the whole "dark earlier in the evening" bit.
