For example, I used Prinz Eugen, Javelin, Belfast, Illustrious, Hood, Ark Royal and Portland, Z23(my starter), Indianapolis, Enterprise, Hyuuga, Unicorn as my two fleets until Chapter 9. Before getting Javelin I used Gridley if I remember correctly and Long Island before Illustrious. Ones that rank high on tier list definitely help, but are definitely not needed especially since the rankings are generally based on the specific gimmicks of the last few chapters.
