It surfaced back when TLJ first came out, and it's really him. People were just so busy praising the movie for being the opposite of everything people were expecting that nobody really wanted to hear that he was trolling audiences.

Nothing about that statement is saying that his goal was to troll.

He's saying he'd rather have people passionate about his movies (whether that's because they absolutely love them and constantly rewatch them or hate them) instead of just making a good movie that's broadly appealing to everyone but people just move on.

You can argue that Star Wars should be the latter sure but most movies designed for the latter end up feeling generic for a reason. That's exactly what The Force Awakens and Rise of Skywalker attempted to be so it is an interesting contrast.
