The often mentioned point that the original voice actors were what was intended for the characters is mostly inaccurate as well, because the majority of anime is adapted from some other source like manga or books. It's very unlikely that the original authors designed a character with a specific actor in mind, so when dubbing into another language the process is no different from what happens when the animation comes along: they simply choose the actor that best personifies the already-existing character.
