Well first of all, this kind of goes back to traditional sexual attractions and gender roles. Men are sexier when they are bigger, muscular, and display power and dominance. Women are sexier when they are slimmer, more sensitive and vulnerable, and provoke a man's will to protect, pleasure, or dominate.
Second of all, the feet are considered "sensitive" and "vulnerable" parts of the body, especially the soles. In addition, because they are often dressed and covered up in public, being uncovered invokes an illusion of vulnerability and partial nudity. Same goes for midriff.
That's my theory anyways.
