After you ~~kill Salvatore~~, Luigi, Joey and Toni vanish for the rest of the main story. It's never revealed who took over as the leader of the Leone family. Some people may think Joey did since he was ~~Salvatore's son~~, but he seemed more interested in his garage and didn't seem too involved with the business. Toni likely did since he was much more involved.
