Some states just couldn't get the signatures in time once the court decision was handed down. States should have been prepared for it and should have been more proactive though. Again, Missouri did prepare for it. They had it ready to go. But Republican's control that state, saw that it went poorly in Kentucky and other red states, so they took it off.
