Yes, the version that 3D Realms was working on at the time was pretty crappy but: 1) Gearbox forced them to release that version and 2) Gave them a year to do it with no increase in staff, forcing them into a ridiculous crunch. Want proof of how good it could have been had Gearbox given them more time/resources?
