It is. When you try to leave a single seat, like buying 4 seats but buying seats 2-5, leaving set 1 open, it'll advise you that you cannot leave open a single seat.

In most theatres, it's only the policy if the movie is expected to be a near sellout.

Think of the math on that. Eventually there will be a single seat left open. Usually a triple seat section that will be unbookable, even to a couple.

In most theatres, it's not a hard rule until it gets close to a sellout.
