It's fun, but it's blatantly unfinished (to the point where there's literally a major plot thread that opens up and then is never resolved). The parts of the story that are there are very poorly paced and disappointing. Fully two thirds of the "main missions" feel like the side missions from Ground Zeroes (which is by far a better game, dollar for dollar and hour for hour).

Needed way more cutscenes, more consistent characterization for established characters, and more locations. The engine of the game is phenomenal and it plays like a dream, but the content just isn't as good as it should have been.

You can find the cutscene that ties off that plot thread on YouTube. No You shouldn't have to do that for a game to feel complete but at least it's there.
