This is absolutely 100% the message of the movie.

Not all things in this world can be solved by following the rules. Whether those rules are the laws of society, polite social mores, or the conventions of detective fiction.

Blanc solved the case but at the end of the day, who cares? Bron can still get away with it because who will stop him?

Sometimes we have to break a convention or a civility or a bit of polite society in order to get justice. Sometimes we gotta go Batman, especially on those who know they can break the rules and not suffer consequences for it.

The loss of the actual Mona Lisa (in this universe) also throws out the reminder that some sacrifices might need to be made for it.

My only minor complaint is that the message is almost TOO obvious as to where that justice needs to be aimed, but as this movie was written and filmed before 2022, I'd say that's just a matter of unlucky coincidence that it got so obvious.

I like those summations. My minor gripe was that Daryl's presence/role was just a.. big red herring?
