They're different words

Overtuned means conceptually it's fine but the numbers aren't properly thought out so it's too strong.

Overpowered means the concept itself isn't something that can be balanced because it fundamentally won't work no matter how much you nerf the numbers.

Are you sure those aren't just definitions you invented to stop getting frustrated by this? Because how would I ever know that's what the person is trying to say... Overpowered has meant "the numbers are too big" for like, 25 years for me.
