I used to hold this sentiment back when I was a young, dumb conservative. Now the only welfare cuts I support are the removal of tax breaks for the rich.

The idea that the "welfare state" is creating freeloaders and bums is a lie perpetuated by the ultra rich and anyone gullible enough to buy it (the latter being a group I once fell into). The welfare we actually have is super difficult to obtain and is barely enough to survive.

A stronger safety net won't save all poor people, but it will give them a better chance to find a home, eat, and even get a job, contrary to what conservatives like to say.
