Essentially permanent, free no-strings attached housing, combined with whatever other supports are necessary.
so where are these houses being built, where is this money coming from, where is the food coming from, is there like a co-op with volunteers or government workers, what kind of services will be available, what other support does this include, is it like a mini homeless-city? is there a transit service, will there be on-site custodians and housekeeping, will there be checks for drugs, will they help them find jobs and get them on track to support themselves to free up this finite space for the other people who will be coming in and need it, or are those strings attached? i have to imagine this would raise taxes or something, i mean this would be a huge undertaking, you can't just simplify it to "free permanent housing" and call that a solution
