The two-weapon limit is just really terrible. The fact that they retained the weapon upgrades with this system is just asinine.

The vigors aren't very interesting. Of the eight vigors in the game, three of them are basically pallet swapped stuns, one is a standard grenade, one is a shield, and one is only useful for melee. That leaves Possession and Undertow, the former of which is extremely expensive mana-wise until you upgrade it. Undertow is really the only one I remember having fun with.

A lot of attention is given to the sky-hook system and I just did not find it interesting enough to merit that.

But I think the biggest issue for most people is the story. It thinks it's much, much smarter than it actually is.
