Every Zelda game since Ocarina has some central new gameplay conceit it introduces into the formula which shakes up the normal gameplay. Time travel, the 3 day loop, sailing mechanics, wolf mode, etc. This one has building stuff.

Nintendo is already very adept at making the same games over and over and over, you don't need to encourage them to do that even harder. Especially when the building is actually intuitive and fun and naturally blended into the gameplay in TOTK unlike nuts and bolts which grinds the game to a halt and is miserable to play unless you're building at all times
Since Ocarina? Since LttP. Light world <-> Dark World is definitely a gimmick in the same vein as time travel.
