Why would they? By that point they'll have AI running unmanned attack drones that don't hesitate to fire on unarmed civilians. And as much as people (rightfully) hated it when Biden pointed out armed civilian insurrection kind of becomes untenable when you're fighting against a force armed with tanks, bombs, and nuclear warheads, a US military commanded by sociopaths and entirely removed from all concern for the sanctity of human life isn't going to end with a "Second American Revolution". It would end with a crushing purge and the survivors shipped off to the Soylent Green factory.
