If you aren't the grim reaper and you have a scythe, you are probably in actuality some sort of emo misusing farming equipment. Secondly that's not even a normal chair, that's a wheelchair. He is pretending to be disabled. They've only got so many nice looking plants in Bloodbopolis and there Gehrman is wheeling around, thoughtlessly running them over and leaving tracks.
