One problem with Titanic and lifeboats was that the prevailing thought was they would be used to ferry passengers from the sinking vessel to the rescue vessel and NOT to carry the full compliment of passengers for a prolonged period in wait of rescue.

The other problem was the complete bleepstorm of loading the boats by the officers.
