I believe it. It's not uncommon for CEOs/upper management to have visions not based in reality; it's just that, as you wrote, there's normally a level of management whose job is to keep them in check. Twitter doesn't have that, and we all have been witnessing the consequences.
The only reason Tesla and SpaceX have been successful is because they have whole teams of people whose only job is to insulate Musky from the rest of the company (and vice versa). Musky asks for something stupid and they say "Sure thing, boss" and then turn around and tell the engineers "Just ignore him and keep doing what you were doing".

And he has no idea this is going on.

Twitter, on the other hand, never had to deal with the likes of Musk before, so there was nobody to run interference. People listened to Musk's insane demands and tried to follow them. And now everyone gets to see exactly how dumb he really is.
