I posed that same question this morning. In my opinion Netanyahu has failed in his role in two ways; by ignoring the growing problems from the treatment of Gaza and in how he responded after the attack. He should have been cautioning restraint and patience because the way theyre going about this is going to lead to 3-4000 Palestinian deaths and most of the hostages if they try to rescue them through military force.

This is like the kind of blame a negligent factory owner has if the place burns down and kills a bunch of people.
