In the context of the speech, it's very clear that he's talking about early initiatives to create what would later become the internet. And that he's not taking credit for "inventing" it, just for being one of the people in congress who saw its potential and supported it early on. Which was true. And everyone listening at the time understood this. But then it got taken out of context and changed into something very different. --- And who are you, my little friend?
