Kind of. It's more that the country was built on the notion of an underclass, which was slavery back then. That seeped into the way the country functioned as well as its laws. Most of the crappy laws we have now are sourced back to racism and/or slavery.

Instead of slavery, we now just have race-biased hurdles keeping people in lower classes.

Wealth inequality, capitalism, systemic racism - To me, they're all kinda intertwined. People would rather siphon wealth from others so that their lives are artificially better through isolation (think suburbia), instead of actually better with a safer, happier society.
