Well, it wasn't anything to do with large swathes of middle eastern cultural attire until late mid last century. Here's one example of arabic Egyptian ladies in the 1950s. Notice anything different to what you'd see more of nowadays? Yes, a distinct lack of coverings and other such nonsense. Of course. This was a woman in Iran in the 60s. If a woman wore that now she would probably be killed. There's a reason why Iran regressed like that, and it isn't just "because Islam." Islam was still around in Iran in those days after all.
