He was not trained to beat up people for being weird. He didn't "beat up" anyone, he was restraining a possibly fleeing suspect. All of the signs of him fleeing were there, and the officer didn't do anything outrageous like pull a gun or taser on him. The entire incident happened because a child was too happy.
