Nanoha was a round 3 MPFC contestant that held her own against HORSESHIT entrants. Unless you limit to like, the first series (and maybe not even then, it's been a really long time) she is much, much too broken for this. I would take her to manhandle Gipsy Danger who is my benchmark for a 7/week with absolute ease. That verse has a really high end power level.

Like...I may as well write down what benchmarks I use per upkeep tier. Let's talk about this for a sec.

1/week: Ability Slave/Mook. You're not buying them to win fights, more for niche strats or ability spam. Big the Cat and Lanky are good examples.

2/week: Competent. Characters who can be useful in a low tier fight or as support in mid/high but are obsoleted by 4/weeks in any kind of offensive role (as in, if there is a 4/week on the enemy team, the 2/week pretty much will not matter due to getting murdered so hard their contributions will be obviated in the eyes of the voters). Your average white mage girl is a good example of this tier, as is Alyx Vance from Half Life 2.

3/week: Squad level. Can take out a bunch of trained mook gunners at once more or less casually. Most lowbie mercs should be on this level, because their battle worth is significantly higher than 2s and 1s are jokes.

4/week: House level. Can blow up a house with offensive capability. Actual superhuman/futuretech durability begins at this tier. Marcus Fenix is a good example of its low-mid end, Alucard a good example of its high end.

5/week: Army level. Can solo an army and make it look easy. Firepower at this level is high enough to hang with everything above it except the final tier. Sora is the top end, somebody like Thrall or Jaina Proudmoore are the lower ends.

6/week: Block level. Leveling a city block with singular attacks is in the cards for these guys. Kuja, Elma, MMX are all examples of mercs that go here. It's assumed that durability is high enough that they can take multiple barrages from 5/weeks - at this level, having a complete package of abilities becomes the cutoff point - Sora is just as destructive as Master Chief and maybe moreso, but Chief is way tankier and that's what makes him a 6 and not keyblade boy.

7/week: District level: Blowing up an entire city district in a single attack or a very brief timespan is doable at this level. Highest power level allowed in mercs. Characters MUST be this damaging to be 7s but also have to be super blinky so it takes multiple 5s to tag them, or so tanky that a 6 going all-out on them won't kill them quickly.

Ability Tier: City buster level. Dark Seraphim and Weltall Id go here. If you made a merc that is permanently this strong buyable, you fucked up.


Does everyone agree with this? I don't see a reason to compress or change these tiers because they seem clear and distinct, but maybe there's an argument for doing something else out there.
