She is Kairi's Nobody (bequeathed a Keyblade by a Master) that was made when her heart was released from Sora's body. Sora was of course chosen by the Keyblade. She would also potentially have access to Ven's Heart if Roxas is anytbing to go by. If they want they have every reason in the world to give her one. I'm not saying they should, just if they do they can. Howver if they do she would be unquestionably the weakest, having no heart of her own yet, or even a body to grow one, nor would she have any experience with the blade.
