It says neither. Chain pizza is objectively better, but it's kinda' like movies. A mediocre movie is objectively better than a bad movie, but some bad movies are so bad as to be entertaining, making them more enjoyable than the mediocre movie. I'd guess there's a similar thing at play here.

While I don't think much of most frozen pizza, I've had frozen pizza that is genuinely good, and the only thing that beats it is local places that specifically make high quality artisan pizza. The problem here, is this is a subjective statement. Which brings us to the problem of your assertion.

Better is ambiguous and meaningless without context. And with context it'd likely amount to being a subjective statement. How do you define better objectively? Price? There's frozen pizza that's cheaper. Focuses on specific dietary restrictions (gluten/dairy free)? Frozen has it where I can't think of any major chain that tries. The quality of the ingredients? You have to be careful here as this is more of a subjective statement without some major clarifications on what defines quality, but I've seen frozen that uses fresh mozzarella and other premium ingredients where as most chains I can think of don't really offer such.

If you want to try to explain how chain pizza is objectively better I'd be curious. I'm not expecting much, though , and from your post I imagine part of the problem is that you've never actually had a good frozen pizza.
