It's not even close to the same amount of danger There is 0 danger of breaking someone's legs or feet by rolling over them if you shoot above their head. You either hit someone and super hurt them, or nothing happens at all. And you can just choose not to hit anyone. There's no middle ground or accidental damage like with a car.
