It is already illegal to block traffic. When you do you should forfeit any and all criminal and civil rights to court.

No, but if a vehicle ran them over while they were breaking that law (forced to because of it somehow) I'd have approximately 0 mercy for them and they again should forfeit all criminal and civil action.

It's MORE THAN reasonable. Morally I would say it is ambiguous depending on situation. A lot of gray there.
