It's broad enough that he can prosecute anything that he comes across in his investigation, if he so chooses. I doubt you'll see him go after parking tickets, but more along the line of white collar crimes.

This is correct. Mueller's authority is quite broad.

Sam Clovis is apparently cooperating with the Mueller investigation and testified before the grand jury. He was part of Trump's campaign and assembled Trump's foreign policy team(which included Papdopolous) and is also Trump's nominee to an important post in the Department of Agriculture.
