IIRC, the scope of Mueller's authority is investigating Russian interference in the 2016 elections, but he also has authority to investigate and prosecute whatever other crimes he turns up, so it's not impossible. Forgive me if I'm being dense. It's broad enough that he can prosecute anything that he comes across in his investigation, if he so chooses.
